On the afternoon of December 10, the International Education College successfully held a safety education conference and first-aid skills training for international students at the Academic Exchange and Report Center. Staff members from the Qixia District Foreign Affairs Office and the Qixia District Red Cross Society, Bao Yinghua, Director of the University Security Office, Zhang Haining, Secretary of the Party Branch and Dean of the International Education College and LSBU-NJUIT Joint Institute, Zhang Li, Deputy Secretary of the Party Branch and Deputy Dean, counselors, teacher representatives, and all currently enrolled international students attended the event. Zhang Li presided over the conference.
During the safety education lecture, Bao Yinghua explained key points on traffic rules, fire safety, theft and fraud prevention, and personal safety regulations in an accessible manner, drawing on real-life scenarios of international students in China. He particularly emphasized the importance of observing Chinese traffic regulations, reminding students to wear helmets when riding electric scooters, not to carry passengers, and not to use mobile phones while riding. He selected typical fire cases from international student dormitories at other universities to analyze the chain reactions triggered by hazards such as high-power electrical appliances and unauthorized wiring, helping students develop a deep understanding that prevention outweighs response. He also exposed cross-border fraud schemes including phishing and impersonation of public security and judicial authorities, and explained relevant provisions of China's Public Security Administration Punishments Law closely related to international students, such as illegal employment, drug prohibitions, and privacy boundaries. This guided students to internalize law-abiding awareness as the underlying logic of cross-cultural life based on their understanding of the Chinese rule of law. This in-depth approach, integrating scenario-based experience, causal reasoning, and legal education, not only conveyed safety skills but also shaped students' awareness as the primary bearers of safety responsibility.
The subsequent first-aid skills training brought the event to its climax. Miao Lei, an expert from the Qixia District Red Cross Society, systematically explained the operating procedures for CPR and AED using a bilingual demonstration and hands-on group practice format. Under the guidance of teachers, international students progressively carried out simulated training in environmental assessment, consciousness assessment, emergency calling, chest compressions, artificial respiration, and coordinated AED use, quickly and effectively mastering the core essentials of first-aid skills.
In his concluding remarks, Zhang Haining emphasized that safety is the cornerstone of successful study abroad, and expressed hope that students would integrate what they had learned into their daily lives, studying with peace of mind and living safely.
"This conference and hands-on training were very practical. I learned a lot of safety knowledge and first-aid skills, and I feel more at ease now," said David, an international student from Kazakhstan, after participating in the training.
At the close of the event, all international students jointly signed pledges on academic integrity and safety.
Through systematic, scenario-based teaching methods, this event deeply integrated safety education with academic integrity development and university discipline education. It not only enhanced the safety awareness of international students at NJUIT but also significantly improved their self-rescue and mutual-aid capabilities in emergencies. While signing the safety pledges, students further strengthened their recognition of and respect for Chinese laws, regulations, and university rules, clarifying the behavioral principle of "keeping bottom lines in mind and staying within red lines." Through real-case explanations and institutional learning, students were guided to consciously regulate their daily conduct, establish proper academic attitudes and legal concepts, and closely integrate personal safety responsibility with academic integrity and academic culture development. The event focused on shifting from "passive management reception" to "active co-construction and sharing," motivating international students to become participants and guardians of a safe campus and sound academic environment, providing strong support for the continued advancement of a safe and academic campus with cross-cultural identity.

在安全教育讲座环节，包迎华结合留学生在华生活的实际场景，深入浅出地讲解了交通规则、消防安全、防盗防骗及人身安全法规等关键要点。他特别强调了遵守中国交通规则的重要性，提醒骑行电动车需佩戴头盔、不载人、不分心看手机。选取其他高校留学生宿舍典型火灾案例，剖析大功率电器使用、私拉电线等隐患的链式反应过程，让留学生们在震撼中建立“预防优于处置”的深层认知。解密网络钓鱼、冒充公检法等跨国诈骗套路，详解了中国《治安管理处罚法》中与留学生密切相关的条款，如非法务工、毒品禁忌、隐私边界等，引导留学生在理解中国法治精神的基础上，自觉将守法意识内化为跨文化生活的底层逻辑。这种融合场景体验、因果推演与法治教育的深度讲解，不仅传递了安全技能，更塑造了留学生作为“安全责任第一人”的主体意识。
随后的急救技能培训将活动推向高潮。栖霞区红十字会专家苗蕾采用“双语演示+分组实操”的方式，系统讲解了CPR（心肺复苏）和AED（自动体外除颤器）的操作流程。留学生在教师指导下逐步进行环境评估、意识判断、紧急呼救、胸外按压、人工呼吸以及AED配合使用等环节的模拟训练，快速有效地掌握了急救技能的核心要领。
张海宁在总结发言中强调，安全是留学成功的基石，希望学生将所学知识融入日常生活，做到安心求学、平安生活。
“这次大会和实操培训非常实用，让我学到了很多安全知识和急救技能，感觉更加安心了，”来自哈萨克斯坦的留学生大卫在参与培训后表示。
活动尾声，全体留学生共同签订了学风建设和安全承诺书。
本次活动通过系统化、场景化的教学方式，将安全教育与学风建设、校纪校规教育深度融合，不仅增强了我校来华留学生的安全防范意识，也显著提升了他们在紧急情况下的自救互救能力。留学生们在签订安全承诺书的同时，进一步强化了对中国法律法规和校纪校规的认同与敬畏，明确了“心中有底线，脚下有红线”的行为准则。通过真实案例讲解和制度学习，引导学生自觉规范日常行为，树立正确的学业态度和法治观念，将个人安全责任与学术诚信、学风建设紧密结合。活动注重从“被动接收管理”转向“主动共建共享”，激励留学生成为平安校园和优良学风的参与者和维护者，为持续推进具有跨文化认同感的安全校园、学术校园建设提供了有力支撑。
